Federation Fleet Admiral Unable to Start Breen Invasion Story Arc

One of my Federation (not 23c) Fleet Admirals just finished the Cardassian Struggle arc and I cannot start the Breen Invasion (Cold Call).

The hail button is grayed out. If I go to Defera the Ambassador does not give me the mission.
I'm not sure what the problem is.

More info just in case any of it is relevant.

Character is not delta or temporal agent.
Character is an engineer.
Character did complete "Sphere of Influence" when it was first introduced with season 8. Has not done any other missions in that arc although the next one "Circles within Circles" shows available (hail is lit).
"Borg Advance: Report to Battle Group Omega" is grayed out.
"The Delta Quadrant: Escalation" is available.
"Yesterday's War: The Once and Future Agent" is available.
"The Iconian War: Uneasy Allies" is grayed out.
"Future Proof: Sunrise" is available.

I heard you need to do the Yesterday's War to get it to show up. As when they added that little Arc, you can't get to do the Breen and Borg ones. Unless you do the Yesterday's War.

Here's the problem - an unplayed/unskipped mission almost always prevents progression.

Any previous missions that are not yet played/skipped will block progression. We've encountered this problem several times before:
- Romulan Mystery remastred;
- Cardassian Struggle remastered;
- Wasteland inserted;
- Borg/Undine story-arcs remastered
- and now, Breen and Borg arcs switched.

Make sure any and all previous missions in the journal are skipped or played and these arcs will open up for you.
