@mustrumridcully0 This is what you should see if you're KDF and own all the T5 temporal ships except the Aeon shuttle.
I'll check today. This is definitely not what I had a several weeks ago.
Okay, I don't own the Tier 5 Temporal ships, so I am not surprised I don't have the Temporal skins, but I do not have the Klingon Materials, either. I just have Upgrade and Dark Mirror.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
All unlocked Temporal AND Faction styles (Wells, Aeon, 0-7+, etc.)
I've tried now on Tribble, and I can unlock the other Temporal skins by getting the Timeshuttle, the Temporal Science Vessel and the Temporal Science Destroyer, but the standard Materials remain out of reach. I even dismissed the old Paradox and acquired a new one (on Tribble only, of course, I am not that space rich that I could afford such tests).

It's a long shot but does this happen at all the ship customisation officers, including the one at Qo'noS?
For the faction specific ones, yes. (0-7+ etc.) for the Wells, Aeon, Mobius, Krenn, etc. it depends on what else you've acquired.
It's not you- it's me. I just need my space.
Being critical doesn't take skill. Being constructively critical- which is providing alternative solutions or suggestions to a demonstrated problem, however, does.

I'm going to assume by the lack of communication with regard to PWE/C on this there's very little to look forward to in the way of resolution here.
Apparently, the the "as is" policy is in effect- and if that's the case it's likely to be my very last purchase in STO.

I think they'll fix it, when the 31st Century Battlecruiser comes out, I think they just didn't have time before launching AoY.
I would certainly hope that addressing current issues would be foremost in their priorities, considering the "unwavering support" debacle that recently transpired amongst many of their customers. I'd also hope they keep in mind that time is on the side of the customer, when it comes to marketing.
This isn't some "free" item they gave out, or people had a chance to win in a lockbox, it's something they sold for RL cash in the C-Store as a direct purchase.
I also have faith that they would do the "right" thing here, but my faith isn't boundless. Everyone has limits.

So I'm assuming by the lack of traction in regard to patches PWE/C is "OK, working as intended" with the release of the 31st Century Ships having a lack of customization options available- especially in regard to materials.
Disappointed, to say the very least.

I'm a little frustrated that they stuck with the Wells bridge for 31c temporal ships.... it implies that technology stagnates after we hit the 29th century.
And I'd definitely have liked to have seen starship bridges with console/carpet styles similar to the Enterprise J for the ships inspired by that look.

It seems as if in terms of art direction, appearance and customization, these ships are the "red headed stepchild" of STO. For a C-Store purchasable ship series, they should really have had more in terms of overall availability of customization, rather than the feeling of a the half-baked release. If they wanted this line to "go away", because they didn't feel like thoroughly spending development time on it, they shouldn't have introduced them in the first place- they should have just released their retro-throwback variations and let it be.
Not everyone is a fan of the new art direction of the AOY releases- some still prefer the original direction, some prefer different ones, yet they should all get equal treatment in terms of development, rather than extreme focus on one or two lines, IMO.

So any word on this yet? Or is PWE/C ignoring the fact there's only one material available to the paid Z-Store ship series? Would be nice to get some kind of response from PWE/C even if it's a "Hell no, we're not going to bother spending developer funding on it."

I spoke to Spartan about this in-game and he said the reason why the other material choices are not available for these ships are because they were cross faction, and would have taken a lot of work to make the other materials work. So take that as the official/unofficial reason.
I wish there were more space barbie options too, but based on the above, I doubt it would be coming.

@mustrumridcully0 Does the reverse work? i.e. Can you do what I've done to a Korath? I assume you can try this on Tribble.

Because when I see ''31st century skins'', my first impression was, Vesta skin on the 31st century Multi-Mission ship.
They are, but I still want to be able to use the 1-7 standard, Veteran and upgrade materials on them...

I'd much rather have them fix the bug and balancing issues long before I'd care about what my ship actually looked like. But, that's just me.
