In-game Ticket 4,035,393: Ship Tailor on Fleet Starbase Broken?

I am trying to change the bridge on my T5 D'kyr to something other than the default Origin bridge. No matter what I do, the U/I will be not accept the bridge I selected (and I have tried several different bridges), so it must be the Ship Tailor function that is broken on the Fleet Starbase (Fed)
