23c dress uniforms can't use 23c dress uniform badges

On my TOS character (Kiana@KiriAmaya), I am unable to use any of the 23c dress uniform badges on any of the 23c dress uniforms (the options for the badges simply don't appear when I have a dress uniform selected, whereas they do on other, non-23c uniforms).
