Unable to equip both Battle Module 3000 and 4000 on any Ferengi ship at the same time

Hi i'm unable to equip the Battle Modules for the Ferengi Tier 5 D'Kora and Tier 6 Nagus. I get the message "you cannot equip more than 1 of that item. So i'm unable to access the 3 set piece bonus at present. I've tried equipping to both the D'Kora/Nagus and Nandi with the same results.

It's not a 3 pc. set. It's a 2 pc. set that uses one or the other with the Nandi's console.

Ah thanks for clearing that up for me i was confused as hovering over any of the consoles give you the 1 of 3
