humm, lets see.. if we go by CBS's rules..
You user generated mission should be completed by the average user in 15 min or less..
No series of mission may exceed more then 2 missions.
You cannot use NPC main characters in your missions.. (they're "cast" you know)
And all mission title screen must have the line in plain easily read text..

Oh.. and you can no longer receive DIlithium as a tip from users who play your mission.
I wonder how many other "Endevors" we can apply the CBS rules of fan films to. I have a feeling the more things you apply them to the more inane they'll sound. I haven't heard anything from a CBS mouth piece yet as to if they are going to adjust any of those rules. Maybe someone has some more current information I might have missed. It's been surprisingly quiet out there in fan land. It feels an a lot like there's a battle of wills about to begin and CBS may not be in exactly the best of tactical positions. A world of tanks player would say they were side on, and skylined on a ridge with broken tracks.
And unless you may have missed the point ..NO! These really aren't proposed rules to govern UGC submissions..
I'm not feeling very pleased with CBS right now. And I'm pretty close to personally boycotting them and their products. Other may or may not feel the same. It's a personal choice.

Those guidelines also only apply to film, not literature (fan fic) or game missions/mods. Missions and mods other than STOs foundry are obviously not authorized, so they can be shut down, but regardless the guidelines are still not directed at them either.
