Lag apon initial startup

Not talking about the load screens.This lag happens after I choose a character,and after that character loads up.This is the problem,at this point the screen looks like a slide show as it stalls and catches up a few seconds later.I sit and watch this for 5 to 10 minutes.This started to happen after the second patch for AOY.I had this problem before but only when I would open STO with the Steam game client.I stopped using Steam because Arc seemed to load faster and didn't have this problem.now it does.I will admit my video card isn't the newest and fastest(Nvidia GTX 550).All my driver are up to date.
