TOS Type3 Phaser rifle becomes bound on upgrade - is this WAI?

So I transferred a MK 1 common TOS Type 3 rifle via my account bank to another toon. After the initial upgrade (rarity change) it becomes bound to character. IS this intentional? If so there is no warning to this effect, and at the very least he should be bound to account.

This is easily repeatable using the above steps.

same with the mk1 hand weapon, purchased from vendor on 23rd century esd, noticed it last night.
