My TOS character can't claim the Walmart skill points

I pre-ordered the retail STO from Walmart waaaaaay back when. The pre-order bonus that came with it was a bundle of skill points (now XP). I have successfully claimed it on every character, except my TOS one, who can't claim it. All my other items under the Legacy Unlocks tab were successfully claimed by this character once she got to the 25th century, including the Collector's Edition Borg BOFF, the RMC, and a bunch of other stuff that I somehow accumulated over the years, heh. 
Only the Walmart skill points item is inaccessible, and only to my TOS character.
Anyway, it's not a big deal if this never gets fixed (only saves, what, fifteen minutes of gameplay? lol), but I wanted to let y'all know nonetheless.
