Character Creation Menus: Bridge Officer Cannot change rank

The Gold band rank pips that 23c used, you cannot change your bridge officers rank "bands" in the apperance editor beyond that of "Lieutenant Junior Grade". Player characters work fine however.

Resolved an issue that was not allowing 23rd Century Bridge Officer from wearing ranks past Lt. JG.
