I just got promoted to Centurion [10] in my Romulan character, and I can't get my new ship, my new uniform, or anything. I try to go to Temer or D'Tan, but they just have new missions. Please help.
Promotions for Romulan and Klingon characters are actually tied to missions, receiving the new ships are part of the missions - as a Romulan, you have to accept the mission "Neutral No More" (which, if you're still recieving missions from Temer means that you need to complete "Turning Point" as well) to get your new ship and for Klingons it's "Test of Mettle".

The XP weekends break havock in leveling romulans and Klingons, as their promotions are tied to specific missions, that's why it's easy to get them broken
Romulans cannot actually select a T2 ship until they get to the mission called Neutral No More. Bonus XP Weekends can TRIBBLE up how KDF and Romulans select their T2 ship. For Feds as soon as they reach level 10 they can select a T2 ship. As stated, Romulan characters cannot select their T2 ship until they get to the mission called Neutral No More. KDF characters cannot select a T2 ship until they get to the mission called Test of Mettle. With Bonus XP Weekends, KDF and Romulan characters can be almost level 20 before they get to those missions. I do not believe there has been a Bonus XP Weekend on the PC for at least 2 months.
Neutral No More is the mission after Turning Point (where you decide if you want to align with the Fed or the KDF). You select your T2 starship at the Flottila. The mission will have the objectives you need to follow to get the T2 ship.
Having had a number of Rom toons I leveled during XP bonus weekends, I feel your pain. Still having a number of missions to complete before getting your new ship, with enemies scaled to match your level while you're still stuck in a T1 ship can be quite .....fun.
Just go into your episode list and skip every mission it will let you skip until you get to the two already mentioned. I say two because if memory serves me right you can't skip turning point and of course you need Neutral No More to get your new ship.
It's been a while since I played a new Klink or Rom toon, but IIRC getting the new ship is kind of a major part of both story lines. I don't see how they could correct things without doing a major story line rewrite. If they actually give you the ship at level 10 an you leveled during an XP weekend, the story then makes no sense as it's talking about you getting/testing your brand new ship, that is far from being brand new when you reach that part of the story.
Maybe, just maybe, the coding will allow them to set it so KDf and Roms just don't get the pop up at level 10 abut getting a new ship but I have a feeling that it's an all or nothing thing, either all Factions get a level 10 pop up, or none do.
Take heart, things that have a detrimental effect on new players tend to get tended to ASAP. They need new players to get hooked on the game to keep fresh cash flow sources coming in. That's not to say it will get fixed quickly (if there even is a fix for this one) cause the P in ASAP stands for Possible not "Poof".
Heck, it used to be that starting missions had a level requirement and a new player not playing on an XP boost would suddenly find themselves stuck, all previous missions completed, but not yet high enough level for the next mission. I believe this used to happen on Feds at about high level 8/low level 9 with the next mission only available at lvl 10.
New Romulus Command is the same building used for Fleet Embassy or I should say the entrance is.
That still does not help me, what system do i fly to? Im at the Floita now.
Got 3 missions now that require finding this place.

It would be called either dewa 3 or new romulus depending on where in the story you are.
