New TOS character fo AoY asks to purchase 23c costumes

I have created an Andorian TOS character for AoY and when on 23c ESD had to go to the tailor as part of the Explore ESD. When there, I could change Tarsi's uniform to any 23c costume, but when looking to my Captain, it says I need to purchase all the 23c costumes. In fact the costume which was free when I created the captain now costs 550Z and the only thing I can wear is a Simple Shirt. Am I missing something?
