Temporal Operative Manuals require crafted manuals?

Not sure if this is an oversight or not, but the temporal operative spec requires rare and very rare manuals that you need to craft. Past specializations did not require this and could all be bought from the boff trainer.

Was this intentional?

    If you noticed I started a Thread about this two hours before yours. I also posted Thread in General Discussion to see if anyone saw this on Tribble.

    Takes PADDs to make Training Manuals to add to something that needs PADD to craft. Expanding the need for Dilithium usage and making people wait until they get to 22 in the Spec to make these Qualifications. Fortunately, I am at 28.

    From Tomorrow's patch notes:
    • Specialization Qualifications for Temporal Operative no longer requires any Rank III abilities, but also no longer grants any Rank III abilities to Bridge officers upon use.
