V.A.T.A. console has no passive

Hi - as it says in the title, the V.A.T.A console that part of the Fed Battlecruiser 2-pc has no passive buff...is this WAI? I thought all special consoles had some sort of passive on them now...

    Not a bug, working as intended. No tier 5 console has a passive.
