Nausicaans are mercs, they might have Syndicate connections, but the Ferengi wouldn't know if they did or didn't. It's entirely plausible that the tactic would be used as a bluff.
They wouldn't be able to actually name the ship or what it was carrying, though, if they were bluffing.
Anyway, this is a moot point, because really, I think it's best not to label the dialogue options as being for particular races at all. Just give those options, and let the player make the decisions. E.g. in the example above, just give the options
* Good guess, I graduated from Starfleet Academy in 2409
* That's an astute observation, I graduated from Starfleet Academy in 2409
* Yup, I graduated from Starfleet Academy in 2409
without saying anything about Human, Vulcan or Pakled, and let the player pick the one that works best. So, for the KDF, you'd have a gangstery option available for those Orion captains that wanted it, but you wouldn't be "writing all Orions as if they belonged to the Syndicate" because Orion captains could equally well pick the more KDF-like option. That would work, surely?
Incidentally, for that particular example, it's supposed to be impossible for normal telepaths (as opposed to Q and whatnot) to read a Ferengi's mind anyway - it's not a question of more power, it's because they have an unusual brain structure so it's like trying to talk to a different operating system. But in general, I'd certainly enjoy having that option - my captain's a Klingon of sorts, but he's generally accompanied by his Lethean first officer, and it is annoying to think "if this game worked logically, I'd have a dead easy solution to that one!". Or you could simply have:
"[If you have] Sod this. This here is a Lethean. Just give me the passwords or I'll take them."
That is what you might call a negotiating point.

In one of my missions(Diplomacy in the gamma Quadrant, KDF) I have you confront someone who is a telepath, but you don't know that. You're trying to find out why she's there, and I put in an optional dialog where you can attempt to read her mind, I actually worded it so that it's ambiguous whether it's you or a BOFF trying to read her mind. Either way it fails and she laughs at you for trying it.
