Risa - Pavyl Not Showing Up

I'm trying to do the First quest in the Pavyl hunt chain and he just won't show up in the first cave. Lost track of how much time I've wasted waiting for him to show up. Even tried logging out and back in and ended up going from Night to Day.

At least you can get in. My main toon is in orbit around risa when I logged off, now the map refuses to load
