Pen mod

Is it working only my Disruptor beams with the pen mod when i mouse over them in the ui are reading the same as my Elite fleet 1s, also that disruptor console with 5% pen is not showing anything.

This is an issue with the item's tooltip, not the actual item. You are gaining the benefit of that modifier.
