New Fleet Uniform Bug

I say this is new because a couple days ago before the patch it wasnt an issue.
When you go to add a fleet uniform, everything comes up as having "Locked pieces"
I've checked 3 times and there isnt anything that contains locked pieces. I even changed it all to the old Default sierra and it still says its locked.
Just doing my duty in reporting this.
