Nope, the first buy pack gives you a smallcraft for the toon you get it on. If you already took it on a Fed and got yhr Yellowstone, you cannot get the pack again and get a To'Duj as well.

I spent thousands of zen and never got it until now. I finally had the opportunity to look and yes, you get both the yellowstone & to'duj shuttles. Can't say for the scorpion since I already got it from one of the other promos.

They seem to follow special events and releases of expansions, as far as I can tell.
