If this is the case, I only emplore that the Romulan f(r)action, and the Klingon faction, be thrown a few (or a few dozen) bones, first? The timetable seems appropriate, but all of the existing squares should be squared off, before another square is added.
The Founders are wise in all things. It pleases them to know that the Klingon empire will join the Cardassians in basking in the greatness of the Founders.

Since this takes place during The Occupation (a Cardassian in a Cardassian uniform enforcing Cardassian justice... in Bajoran space), that mission data recorder could also be why Garak was always a step ahead of everyone else. Having a good idea of the timeline and desired set of outcomes that a Temporal Operative was aiming for would be a heck of an advantage, especially for someone that played a significant role in that timeline and desired set of outcomes. A lot of those outcomes were rather beneficial to Garak himself, too.
Enlightened self interest, where he's just a little more enlightened than everyone else.

(Seriously, though, those medallions look like a useful place to conceal a pocket or two. Of course, an Orion should never pass up the opportunity to leverage the preconceptions of other species, especially in jest.)
With each passing day I wonder if I stepped into an alternate reality. The Cubs win the world series. Donald Trump is President. Britain leaves the EU. STO gets a dedicated PvP season. Engineers are "out of control" in STO.

If the bar for being a f(r)action is getting lowered, as the TOS characters seem to be getting less dedicated content than the Romulans did, then it is more likely than not that Cryptic will be comfortable introducing new ones in the future.
If I were to have sent an email to my superiors with as many grammatical and spelling errors as this document contains, I would have not just missed a promotion, I would have missed keeping my job; I would have been fired.

I do not think this was occupation era. They mentioned the man that stole the orb of time and set off the DS9 tribble episode. (Sorry not enough caffeine yet to remember titles.) So this is leading up to the dominion war. Because the Cardassians gave the orb to Sisko to return to Bajor. So post Klingon invasion, but pre dominion war. How a cardassian gets away with her actions is Odo is off station.

It's nice to know that you're not forgetting, both the depth, and width of Trek's history. I dare say that before the last of these are written, someone will have mentioned Doctor M'Benga and remind us that he once saved Spock's life.
Minor point, but I always thought that a Legate is a political role, not a military officer. I doubt there'd be one running around Terok Nor conducting interrogations.
Other than that, it was an awesome story and I'd love to see Garak in STO.
