Admiralty Card Reclaim bugs

During the last giveaway event, we had these: Assimilated Cruiser Admiralty Card Reclaim & Phoenix Small Craft Admiralty Card Reclaim

The bug is that they should only be claimable at level 52, because the Admiralty system doesn't open up until level 52.
What if you claim them as a lowbie, try to open them (but you can't), then you discard them?
Oops. Because I did this. Now I can't properly claim them at level 52.

"Well, that's your problem.", you might say, but why are we able to claim them at such a low level if we can't do anything with them?

Other toons of mine can even re-reclaim the item, even if they own it already. However, this toon cannot - which should indicate there is a bug on how the reclaim function is coded.

    I opened both of those on a character lower than 52 and just hit 52 and saw them in my Admiralty Ships tab.
    The Rising of the Delta is the best expansion ever, and people love it to death because it is a good day to die in the endless struggle for supremacy of your own conviction. (A spin off of the Delta Rising is the best expansion ever and all the players love it.)

    They wouldn't even open for me. Guess you were a slightly higher level or something. I don't know.
    I just want them back. :/​​
