Question regarding the Krenim Boff passive.

I recently got 2 Krenim Eng Boffs and i have some issue with the passives. In total both Boffs should now have +40% recharge speed (20% from one trait and 2x10% stacked from the other). My issue is now if i calculate the recharge speed based on the resulting cooldown time i see that it only has improved by 20%, not 40. Is this soem sort of bug or are tehre special rules?

This is covered in the document linked above, but abilities cannot have their cooldowns reduced below their duplicate power cooldowns. For example, Emergency Power to Shields has a 45 second individual cooldown but also places all additional Emergency Power to Shields abilities on a 30 second duplicate power cooldown. No matter how much cooldown reduction you have, the cooldown for an individual Emergency Power to Shields cannot drop below 30 seconds. The specifics vary from power to power.
