Bio-Neural Gel Pack upgrade bug + Gravimetric Photon Torpedo Launcher rairty chances bug

I XP two odd bugs with STO items. I start upgrade my remaining gear while is upgrade weekend and I find that
1. I can't upgrade Ultra Rare MK XIV Bio-Neural Gel Pack to Epic upgrade tech don't show up in upgrade token slot (any of it I craft all types of tech tokens to be sure that isn't bug of only one type of upgrade token).
2. I collect and made one filing of 358.560 technology points with Superior Projectile Tech Upgrade make one upgrade attempt of Gravimetric Photon Torpedo Launcher MK -XIV Ultra Rare attempt to epic and for 358.560 points I get only 2% rarity upgrade now during upgrade weekend I think that upgrade rarity chances for this my torpedo is bugged too (Is too low)
