On the Roster tab of the Duty Officers window, the previously frequently used Quality filter has been moved from the visible row (only showing Status and Specialization filters now, even though there is enough space) to the hidden filter rows beneath it. Expanding these rows does not persist when you close and re-open the window. Please put that filter back where it was, as it is one of the more frequently used filters.

Of these filters, Status and Specialization are used frequently, but even more so is the Quality filter. It should not be hidden with the remaining seldom used filters Traits and Species.

That Reset button is not a new addition. It's been there for months. And the problem you describe with it, i.e. that pressing it (no matter the current category) will make it so that suddenly all your colonists and prisoners also show up in your filtered lists until you restart the client, has been around for months as well. Not many noticed though, because it wasn't used frequently being hidden like that. This just goes to show that something important and often used like the Quality filter ought not be hidden.
This is still not satisfactory. The Status button is equally frequently used as is the Quality button. It should not be hidden in a pointless attempt to make the game UI ever more cumbersome to use.
Incidentally, of the here mentioned three most used filter buttons, it is actually Specialization that is used the least:
Status = when I temporarily need to filter the new DOFFs I just got from purchases, mail attachments, assignments, etc.
Quality = when I need to filter common/uncommon/rare DOFFs I want to sell, restock, or trade in assignments, etc.
Specialization = when I (rarely) need to filter a specific DOFF job
