Retrain Token Counting Bug (?)

So, I'm under the impression that reskill tokens are account-wide: you don't buy them or accumulate them (via Gold Subscription leveling) per character, they are for all your characters. In other words: you buy a reskill token, it goes to an account-wide pool of reskill tokens and when you use one on one of your characters, it deducts from that account pool. If that's a mistaken impression, that may have consequences for the remainder of this comment.

I've found that different characters are listed as having different numbers of reskill tokens remaining. So, my main character, "Belisarius," is listed as having only one reskill token, while my newest character, "Beloizoc", is listed as having five, and my only non-Bel character, "Viralir," has three. When 11.5 hit I had 8 reskill tokens saved up - I haven't checked all my characters, but as yet only the character "Belvider," is listed as having 8 reskill tokens.

Plus, "Belivder" should have 9 reskill tokens, since I just leveled up a character to the point where another reskill token should have been attributed to my account... but I have no idea if it was credited or not, given the disparities between characters.

So, how is this working, and how should it be working? If I were to buy reskill tokens, would they apply to all my characters? If I were to use one, would it be deducted from one or from all of my characters?

Edit: I've confirmed with my fleetmates that they also have different numbers of retrain tokens listed as available to different characters.

    Okay, so I'm a subscriber and I had another character with a promotion waiting in queue, so I tested taking the promotion. The reskill token was added to that character's total, but to none of my other characters.

    I'm tempted to buy some retrain tokens and see if they accrue to all my characters or just the one I was logged in on when I made the purchase, and if using a token on one of my characters subtracted a token from all of them. But, right not it seems like each character has their own pool of retrain tokens - which is not the way it says it should work in the C-store tooltip.
