Error message: "You can only have one starfleet borg tactical/intelligence officer"

I bought the Delta Pack and when I try to commission any of the included bridge officers I get the error message: you can only have one starfleet borg tactical/intelligence officer. NONE of these officers are Borg. Not one. This bug makes all of these bridge officers worthless to me. I have them sitting in my candidate list, but I cannot commission any of them.
I do have a Borg engineering officer from my Pre-Order/Special Edition box set. But how would these have anything to do with that? Also, it's not that you cannot have more than one intelligence officer because there are already 4 of them on my crew already. 2 Science, 1 Tactical and 1 Engineering. The game obviously let me have more than one intelligence officer and more than one of a particular kind as well.
Can anyone explain why they would include BO's in the Delta pack that you obviously cannot use?
