Incorrect Impulse Modifiers

For the past few months, I have been working on a Speed and Turn Calculator. In an effort to figure out how Flight Speed is determined, I have found that some ships do not have the Impulse Modifier that they are listed as having.
Federation Light Cruiser - reputed Impulse Modifier: 0.17, actual Impulse Modifier: 0.15
Ferengi Na'Far Shuttle - reputed Impulse Modifier: 0.25, actual Impulse Modifier: 0.22
Breen Heavy Raider - reputed Impulse Modifier: 0.21, actual Impulse Modifier: 0.15
I have tested these ships on Tribble, with no skills, gear (except for an Impulse Engine), traits, or specializations active.
I have not gone through every single ship to verify if any other are incorrect or not.
