How will "crewless" ships be affected by the Omega Rep's KCB?

Ok, we're getting a skill revamp with Season 11.5 part of which also "removes" crew from ships - so how does/will this affect the damage/proc of the Kinetic Cutting Beam?

2.5% Chance: Lesser of -20 or -20% Able Crew
1% Chance: Lesser of -10 or -10% Alive Crew


Furthermore, if running the full 3-pc Assimilated Borg Technology Set, how will the Ability: Assimilated Tractor Beam be affected as well?

They'll add another stat in its place I'd imagine.
Crew mechanic never really functioned properly anyway. So whatever is added in its place will be an upgrade in most cases.

Crew is not the only thing changing either, the Rom Engines are losing their +30 Attack Patterns stat, and getting a Severity or CrtH stat in its place.

The crew death/disable resistance of the Jem'Hadar shield will be converted to more kinetic damage resistance.

Actually, all torpedos do this too, so I'm thinking it'll just disappear.
