Unable to use ship upgrade token

Hello i am unable to use this item on a T5 Odyssey Operations Cruiser. I have tried using this item on ESD, Sol System, and Beta Quadrant as well as tried to switch to a different instance and try again.

Is the token in your bank or in your inventory? It needs to be in inventory to be available, if it is already in your inventory try depositing it in the bank, log out character (or simply change character and reselect the same character) replace token to inventory and try again.

And if all else fails, try using it at the shipyard.
