Weird bug - cannot use Override Subsystem Safeties II

Hello all. I have encountered a weird bug. I have bought romulan science bridge officer from Exchange, promoted him to Subcommander and trained in Intelligence specialization. Then I have trained him on OSS II and set him on Universal/Intelligence station on my T6 Morrigu. And I cannot use the ability - it's permanently grayed out and does not appear in "Available skills: drag to tray" menu. In-game ticket ID is #3,934,240.
