Technician doff effect has an unintended 2 second delay

Activating auxilliary to battery with 3 technicians equipped reduces recharge of other bridge officer abilities, but with a 2 seconds delay. My ping at the time of testing: 150-200.
Steps to replicate: trigger any ability, wait for the cooldown timer to reach full seconds, trigger auxiliary to battery, observing the cooldown timer of the previously hit ability. The timer goes down two seconds before its cooldown is eventually reduced.
This makes great difference when abilities approach their 3-4 second cooldown mark, at which point a2b is ready to be activated, but its actually pointless to activate because its effect happens when the ability has reached 0 naturally, because of the aforementioned delay.
