Breach Normal - Dreadnaught Boss is at incorrect level

In the normal version of the recently reintroduced Breach PVE, the Voth Citadel Dreadnaught boss is incorrectly levelled. It is a level 60 NPC, whereas players and other NPCs are all capped to level 50. I am assuming this is unintended.
You can actually see this, at 10mins 30seconds into the video below - the Citadel Dreadnaught is 10 levels higher than players/other NPCs (note the red coloured number 10 that appears when the Citadel is selected, highlighting a level mismatch).
