Opening a Herald Module (level appropriate) box with a Level 11 Engineer correctly produces a universal kit module - Overcharge Turret MK IV, but if you try and equip it on your Lt Comm Engineer it refuses stating the minimum rank for the item is Commander (Lvl 20)
