Loadouts Not working on 1 Ship

And of course its the ship I use most. My T6 Fleet Mogai keep moving my Boff abilities around to different places, or doesn't put some back up on my trays at all, and Console Powers also are not sticking to the slot I assigned them. As far as I can tell the rest of my ships aren't having this issue.
