Myself and another friend of mine took the liberty of designing a hypothetical Keldon. Since it's the workhorse of the fleet in terms of command, and was the cardassian's power ship essentially, this is what we came up with. Since the Galor is tanky already and the keldon was supposed to improve on that this is what we came up with.
We've passed our specs along already to some of the devs on twitter.

I guess they rather like to repeat the success they had with the Romulus expansion pack with a Cardassian faction. IIRC one of the previous STO leads already was unhappy they released a Galor because of that.

I guess as soon as they release either a iconic Borg or a new iconic Cardassian ship in a lock-box its not a day to cheer about that but a day you know STO is in trouble enough the fire the nukes and stopped developing the big stuff.

They can release the Galors like they did and still do a cardassian faction in the future. It was written so that those Galors were surplus that was left over from the Dominion war so they could release that version of the ship for the box, and then do a slightly different version for an alternative faction if they wished. just because they've released the Galor, and hopefully the Keldon in the future, doesn't mean they can't still do a faction if they choose. heck call the box a mirror cardassian or something like that.

they dont need the galor class ships, retire them from the cardassian military, and put it in a storyline that the galors were retired from military service due to poor performance against the growing threat of neighbouring empires, and state that they were sold off to help recover the economy which took a significant hit not long after the dominion war, or they were stolen by true way terrorists over the years. the only ships left were hideki scout ships and keldon class cruisers left over from the obsidian order and the few in the military that were still a challenge enough despite their age.
the story contiues that the cardassian union can no long remain in the state it is in, it needs to rebuild more than cardassia itself, but military and civilian space based bases, outposts, shipyards, trade ports and civilian habitations. they must reclaim their honor they lost when they sold out the rest of the quadrant to the dominion. Elim Garak and Natima Lang work on ways on ammending the treaty of bajor and prove to the rest of the galaxy that the old Cardassia is gone, that the new leadership has taken a better path to new leaders for ships.
the storyline should be about the cardassians struggling with the ships they got and the immediate threat of the breen and the true way both of whom are raiding outposts and backwater systems and it should end up with the treaty of bajor being adjusted to allow the cardassians to rebuild some of their fleet and a few military bases and a few shipyards. using the new generation of cardassians who are eager to prove themselves, a whole new design phase in cardassian ship designs emerge as the keldon is pushed out of the main fleet asset, but instead becomes a typical main line cruiser with a number of extensive modifications to brign them upto standards of 2409. new ship designs turn into the real deal,

Hate to say it but thats a really bad boff layout. maybe turn the Ensign to Uni as well and it might be good. or reverse LT CM Sci for LT CM Tac and have Ens Uni as well as LT Sci.

At first I was gonna disagree, but you got a point. The ship listed here has 2 sci console slots but the ability to use up to 8 science powers. That doesn't seem to fit.

that console passive is way too strong, bud, +10 all power levels? nah that would never fly, i'm not even sure about the shield bleed through.
same with trait.
The +10 to all power is actually not the most op passive that's out there at the moment. There are passives that essentially can amount to another tactical console or can amount to an additional sci console just by their passive. I appreciate the honesty though I would have to disagree about it being that strong. it's a sizeable thing but I don't think it's that huge when looking at the overall picture. I suppose I should give some background on our thinking.
The ship was given the console layout and boff layout because it's designed to be a tank while keeping with the spirit of the original Galor. This is why the ensign station is a sci station. we also figured they wouldn't go for 2 universals on a ship like that with the stats we've already given it, especially with 1 being a uni/command. Cardassians also weren't known for having the best tech, but they were known for their adaptability with it. Thus only the 2 sci consoles.
Keldons were the power houses of the Cardassian fleet. they were designed to take punishment but also give it out. We wanted the ship to be adaptable since the cardassians were known for their ingenuity. Thus we wanted to give it the Lt Cmdr Uni/Command since Keldons were the command ships, and also to make it attractive to science players as well. You can load it with 8 sci powers if you wanted, roll 5 tac powers, or 7 engineer powers. You also have the Command seat to take advantage of Rally point and perhaps Overwhelm Emitters. You've got alot of flexibility with the boff layout we gave it. Check out the original Galor layout and the Guardian. That's where I drew inspiration for the build. It's not designed to be an uber numbers ship, but a tank/battlecruiser in the spirit of the original Galor and is an upgrade of that.
Shield bleedthrough would work like this. If you have a Resilient Shield that has the 5% bleedthrough, that would cut it to 2.5%. We made the trait a broadcast ability to go along with the team based buffs that are becoming a thing. Where as you have abilities like Omega broadcast that benefits dps, this trait is meant to broadcast more tank abilities. If we're going to have a dps broadcast, then we should have tank broadcasting as well. They won't be the strongest heals no, but it gives the Keldon pilot something else to bring to the table.
The console itself keeps with the spirit of what we have now. Keldons in game typically don't pop the photonic Galor ability save as a defensive. The defensive portions of the console were inspired by the Guardian and similar ships.
Overall the ship is designed to be adaptable. It's designed with tanking in mind while having the ability to throw a bit of damage as well.
I appreciate the feedback honestly I do. We will be altering the plans some to keep in mind with what we're seeing on Tribble and will take this stuff with me to the drawing board as well. Since I have some folks here who do like Cardassians, are there any questions in particular you guys want to know about our thinking, the ship design in general etc? We're doing what we can to get a Keldon for folks at least even if we never get a Cardassian faction as a whole.
