Intelligence Kinetic Magnet not working properly

Hi all!
Piloting an intelligence character ship i seem to be haviing problems with the KINETIC MAGNET.
So far this has only woked against ONE TYPE of torpedo, the Heavy Plasma Torpedo.
In testing it has no effect on disruptor,transphasic,tricobalt,quantum,or photon just to name a few.
Also appear to not work against resonant or cluster torpedos or mines to include Choniton.
It is my understanding this magnet is to attract ANY TORPEDOES OR MINES TO THE TARGET.
Any ideas why this is not so??
