Advanced Heavy Cruiser-Retrofit not accepting Free Upgrade

Since this issue seems to require more attention than I have already done through the other support tools.
My Advanced Heavy Cruiser Retrofit is labeled with "Free Upgrade", but after pressing the button, the ship does not upgrade to "U" and the free upgrade remains on the ship screen. I know I have a character with Fleet AHC-R which was upgraded (reason for free upgrade), but the function is not properly applying to the non-fleet T5 ship. [This is an account-level bug since even the toon with the F-T5U AHC-R cannot upgrade the T5 version on the same toon.]
