I believe that's old info from the previous diplomacy system. They likely forgot to change the text.

Diplomacy and Exploration Clusters were tied together.
When Exploration Clusters were removed, Diplomacy missions were removed as well, but it was said that these were to return in some form.
Now, there's just a load of legacy text within the system referring to things that are removed - e.g. DS9 voting rights...
