Admiralty/DOFF UI reloads on completion of assignments, cancels in-progress assignment slotting

On completion of Admiralty or DOFF assignments, open lists of available assignments (e.g. "Current Map") get unnecessarily reloaded. This even happens across systems, i.e. when you're looking at the DOFF assignment list and an Admiralty assignment finishes, or vice versa.

Apart from giving off a very jittery feel, this UI bug also renders assignments you're currently trying to slot with DOFFs or Admiralty ships unstartable. The button to send the assignment off becomes grayed out and all you can do is click the Cancel button and start over. This becomes particularly annoying when several assignments finish in quick succession as you're trying to slot a new assignment.

Please fix.

In some cases the button does not get grayed out, but in the majority of cases you'll need to start over again.
