Horrid frame rates on ground

Anytime I am on ground my frame rates drop from 60 (I have 60 set as the limit in options) down to somewhere in the 20s. This happens on any ground map. Lowering the settings down to minimum increased fps by about 10 or so. I recently upgraded to an Intel Core i7, EVGA GTX 970 and a Samsung 850 EVO SSD.

Any ideas whats going on? Anything I can do to fix this, or is this a Cryptic issue?

    It's on their end, its been around for ages but they've never cared enough to fix it.

    I have been experiencing this for months now, it ran super smooth until one update came out that messed it all up (can't recall which, it was either around the time they implemented Directx 11 or the time they revamped sector space) and killed my framerate on most ground maps, messing with the options did very little to help fix the issue.

    I have reported this via the in-game bug submit system (as support recommends), but of course it went ignored.

    Cryptic really doesn't make it easy.
