According to the latest news post:
"All ships in the C-Store are 20% off excluding Pilot ships"
However, the Hestia is not on sale, and is not a pilot ship; yet the "Pilot Escort Mega Bundle" (comprised solely of pilot ships), along with several individual pilot ships, *are* on sale.
While the newest ship is sometimes excluded from sales, the exclusion is usually stated.
