the new breen ship in winter event is not account wide i pulled 25 days of getting one ship and its not account wide and its a promotional item because this is a one time event and when it ends it cannot be acquired again make this account wide before the event ends please and thank you.

It doesn't just appear.
On your Engineer, press the U key and click on the Reputation Tab.
Click on Events tab at the bottom.
On the right side of the Events panel, look for a tab that says 'Event Store.' Click on that.
A box will pop up, click on the 'Account Rewards' tab.
From there, you should be able to "buy" the Breen Rezreth for Zero Dilithium. You can do this for every character on your account.
If you don't have an 'Event Store' Tab, or if it's greyed out, then you have to do what Jack said and visit the Winter Wonderland. You talk to Q once and he gives you an accolade that unlocks the store. That character will still not have to do the race or collect any vouchers.
