Admirality colonists unable to be claimed when sent to overflow bag & doff roster full

If you are maxed on colonists, and the admirality system hands you a box of them, and you try to claim them from your overflow it will bug the first 1, even if you get rid of some to make space for the new ones.
To reproduce, have a maxed colonist roster, achieve new ones from admirality that puts them in overflow bag, claim them from overflow bag so that the first shown cannot be claimed due to no space for it, eliminate as many as you like from maxed roster while trying to claim the initial from overflow the whole time!
