Ridiculously long load times for ESD, DS9, etc.

For the past few weeks I've been experiencing ridiculously long load times for certain zones... DS9 and ESD especially. I'm assuming the number of instances for each of these maps has been reduced to make room on the server for instances of other maps, like the Winter Event. Either way I should not have to wait on the order of several minutes to load a zone.
