Can't add traits to Level 60 trait slot

On my Lvl 60 KDF Ferasan I can't add traits to the trait slots that unlock at Lvl 60. I have gone back to J'Mpok to see if I missed the promotion, but nothing.
Well excuse me for having enormous flaws that I don't work on.
