Missing Specialization Ability on Starship

I have unlocked the ability "Scratch the Paint" for my Cruiser, and the ability has not activated. The icon does not show in the active skills area when "Pilot" is active as "Secondary". However, when the ability "Pilot" is active as "Primary", the skill is active and works to prevent damage form a warp core breach.

My ship is an Odyssey Tactical Cruiser (T5-U) with "Intelligence Officer" active as primary and "Pilot" active as secondary.

Any chance this could be looked at, at all?

That's literally what primary vs secondary does. Secondary only grants you access to the first half of skills in the tree. Scratch the paint is in the second half, and will only apply if the tree is a primary.
