Level 60 character cannot hail for "Uneasy Allies"

I have a level 60 Delta recruit that was created after the Iconian War mission "Uneasy Allies" was the featured mission. for some reason, I cannot hail for that mission.
By the way if anyone is actually paying attention, the ticket number reported when I submitted this again is 3,837,716.
