Unable to claim Commander's Gig on one particular character

Anyone else have this problem? The character in question is a Female Romulan Delta Recruit that's level 60. All of my other characters have no problem claiming this shuttle but this one. Every time the shuttle event comes around I cringe a bit on this character because she's at a disadvantage compared to how I play my other characters.

Here's what I posted in my ticket submission:

I'm unable to claim my lifetime subscription shuttle reward on this character. The Commander's Gig shows a price of 1 requistion requred and that have I have 0, the buy ship button is greyed out.

Has been this way since the toon was created and as best as I remember I've never been able to claim the shuttle on this particular character. All my other characters are able to claim their LTS shuttles without issue.

Just curious if any other LTS users have had this happen before and if they were able to resolve it without CS intervening?
