Qulash frigates never use full impulse, also possibly wrong torp type

This basically means that if you drop them in an area that requires a lot of moving around, such as a battleground, you will never see them again because they can't keep up with you.

Also, the torp graphic when they use their torp spread appears to be that of a plasma torp rather than an Elachi torp, this might bear looking at.

The Qal'Dun elite birds of prey for the Vo'Quv carrier are doing the exact same thing. In fact, seems they do this in and out of combat thing now. Even in the klingon system. They will not use full impulse, they stay in combat, never use cloak and will despawn if you get to far away from them because they can not catch up. Yes, the Callisto frigates are doing the exact same thing.
