R&D Open Slots misrepresented

Noticed this the other day (Nov 20th) when I logged in and started up R&D assignments on one of my toons.
I'm thinking the code for Admiralty and R&D is a little goofed up with the new tabs but I obviously don't have access to the back-end of things (just trying to help provide a logical starting point for troubleshooting).
I have a total of 6 slots unlocked, having bought the 6th from Research Lab. The image below indicates only 1 open slot yet the screen claims "4 Open R&D slots available" (see lower left of R&D tab). Anybody else getting this?

It goes to a "PERMISSION DENIED" screen.
